Principal Accountant General (Accounts & Entitlements) Andhra Pradesh and Telangana

1) The particulars of the organization functions and duties:

PRINCIPAL ACCOUNTANT GENERAL (A&E) is the Head of Department and Cadre Controlling Officer. The PAG (A&E) is assisted by IA&AS officers who are responsible for various Groups of the office: the Deputy Accountant General (Administration), Deputy Accountant General (Pensions), Deputy Accountant General (Works & Forests Accounts), Deputy Accountant General (Treasury Accounts & Voucher Level Computerisation)and Deputy Accountant General (Provident Funds). There is also the deputation post of Welfare Officer in the Group A grade manned by Senior Accounts Officers of the office. The DAG (Administration) is the Head of Office and Chairman of the Accountants General Office Departmental Canteen (AGODC) which caters to all the Accountants General offices located in the office premises at Saifabad, Hyderabad. There is also a Pay and Accounts Officer (PAO) who is drawn from the Senior Accounts Officer cadre of the PAG (A&E), and caters to all the Indian Audit and Accounts Department (IA&AD) offices in Hyderabad. The PAO is administratively under the control of the AG (A&E), but functionally reports to the Principal Pay and Accounts Officer (IA&AD) at New Delhi. There is a Coordination Section catering to disciplinary matters of the civil audit and accounts offices in Hyderabad (i.e., excluding the Railways and Commercial Audit offices) manned by officers drawn from the offices of the AG (A&E) and AG (G&SSA). There is also the post of Legal Officer who is drawn on deputation from the office of the PAG (A&E) and caters to all legal matters pertaining to the IA&AD in Hyderabad.

Each Group of the office is subdivided into Branches, headed by Senior Accounts Officers and Accounts Officers in the Group B Gazetted cadre. Branches are further subdivided into Sections headed by Assistant Accounts Officers (comprising those who have passed the Subordinate Accounts Services (SAS) examination and are in the Group B Gazetted Cadre) and Supervisors (who are promoted from the senior-most Senior Accountants). Sections comprise of Ad-hoc Assistant Accounts Officers (who are also in the Group B Gazetted cadre, comprising those who have passed the SAS (Accounts) examination and are awaiting promotion), and Group C Non Gazetted staff comprising Senior Accountants, Accountants, Clerks and Multi Tasking Staff (MTS). The office also has an Electronic Data Processing (EDP) cadre comprising direct recruit Data Entry Operators, Senior Console Operators and Console Operators (both category of posts are filled in on deputation from the Accountants and Senior Accountants cadre), and Data Processors and a Senior Data Processor (both category filled in on deputation from the Assistant Accounts Officers cadre).

 

2) The Powers and Duties of Officers:

The distribution of work among officers is displayed below:

DAG/ADMN Office Administration, Admn. EDP Cell, Rajbasha Anubagh, Office Establishment and Coordination Cell.
DAG/Accounts & VLC Preparation of Finance and Appropriation  Accounts of A.P.State Government and submission to State Legislature.  Voucher Level Computerisation,  Preparation of Monthly Civil Accounts of AP Govt., Inspection of Treasuries and reporting thereon and also advising the state Govt. on technical matters relating to accounts. 

DAG/Pensions Verification and Authorization of Pensionary benefits of AP State Govt.Employees.  All India Service Officers borne on AP Cadre and the Constitutional Authority such as Hon’ble Judges of AP High Court, Members of AP Public Service Commission, LOK AYUKTA and AP Administrative Tribunal and Political Pensions of freedom fighters.
DAG/Funds Keeping of General Provident Fund Accounts of State Government employees.  Maintenance of All India Service Provident Fund Accounts of All India Service Officers borne on AP cadre. 
DAG/ Works & Forest Maintenance of Works and Forest Department accounts of Govt. of A.P.

 

3) The Powers and Duties of Officers:

4) The norms set for the discharge of functions :

The functions in various cadres are discharged in accordance with the Manuals.

5) The rules, regulations , instructions, manuals and records used by its employees for discharging its functions :

The broad mandate of the office is derived from Articles 148 to 151 of the Constitution of India and the CAG’s Duties Powers and Conditions of Service (DPC) Act. The AG (A&E)’s day to day functioning is in accordance to various rules and regulations of the Government of India, orders of the CAG, accounting procedure framed by the Controller General of Accounts (CGA), and various codes and orders of the Government of Andhra Pradesh pertaining to finance, treasury functioning, accounts, and entitlement matters. In respect of pensioners of other State Governments, the office follows instructions communicated by the concerned State Governments and respective Accountants General.

 

6)Categories of the documents held by or under the control of the AG (A&E) within the respective preservation periods as prescribed:

  1. All documents internally generated by the office pertaining to its functioning
  2. All correspondence and papers received in the office
  3. Copies of all vouchers and schedules received from treasuries and cheques issued by the Public Works and Forest departments

 

7)There is no requirement to consult with or hear any representation by members of the public in the formulation of policy or implementation thereof

8) A statement of the Boards, Councils committees and other bodies consisting of two or more persons constituted by it. Additionally,
        information as to whether the meetings of these are open to the public or the minutes of such meetings are accessible to the public.

The following committees exist:

  1. Committee to deal with cases relating to sexual harassment of female employees
  2. Disaster Management Committee
  3. In addition, Departmental Promotion Committees (DPCs), Purchase Committees and ad-hoc committees are constituted from time to time
  4. The proceedings of none of the committees are normally made available to the public. 

 

9) A directory of its officers

A Gradation list of officers and staff is included in the website. However, the gradation list cannot be treated as an authority for depicting seniority or for the resolution of any disputes

Various allowances are also paid to employees of this office at the rates fixed or notified by Government of India from time to time.

 

 

11) The budget allocation is made by the Head Quarters office of the CAG.

 

12)There are no subsidy programs implemented by this office.

13)There are no recipients of concessions, permits or authorization granted by this office.

14) Details of the information available to, or held by it, reduced in a electronic form

Regulation of fee and cost as prescribed by Government of India, Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training) vide Notification dated 16.09.2005 are as follows:

  1. A request for obtaining information under subsection (1) of section 6 shall be accompanied by an application fee of rupees ten by way of cash against proper receipt or by demand draft or bankers cheque or I.P.O payable to the Pay and Accounts Officers, Office of the Accountant General(A&E), Hyderabad.
  2. For providing the information under subsection (1) of Section 7 , the fee shall be charged by way of cash against proper receipt Or by demand draft or bankers cheque or I.P.O. payable to the Pay and Accounts Officer, Office of the Accountant General(A&E), Hyderabad at the following rates:
    1. Rupees two for each page (in A-4 or A-3 size paper) created or copied.
    2. Actual charge or cost price of a copy in larger size paper
    3. Actual cost or price for samples or models and
    4. For inspection of records, no fee for the first hour and a fee of rupees five for each fifteen minutes (or fraction thereof) thereafter
  3. For providing the information under subsection (5) of Section 7 the fee shall be charged by way of cash against proper receipt or by demand draft or bankers cheque payable to the Pay & Accounts Officer (IAD), Hyderabad of the public authority at the following rates.
    1. For information provided in diskette or floppy rupees fifty per diskette or floppy and
    2. For information provided in printed form at the price fixed for such publication or rupees two per page of photocopy for extracts from the publication
  4. Notwithstanding anything contained in their Act there shall be no obligation to give any citizen as per 8(1) J of the R.T.I Act 2005 information which relates to personal information the disclosure of which has no relationship to any public authority or interest, or which would cause unwarranted invasion of the privacy of the individual unless the C.P.I.O. or the appellate authority as the case maybe is satisfied that the larger public interest justifies the disclosure of such information.
