Surrender of entire provision in respect of items (3) to (5) was stated to be due to non-
commencement of works for want of administrative orders.
Similar saving occurred in respect of items (3) to (5) during the years 2010-11 and
2011-12.

Out of the total reduction, `20.00 lakh was stated to be due to non-commencement of
works for want of administrative orders. Specific reasons for the remaining decrease of
`2,70.90 lakh and reasons for final excess have not been intimated (August 2013).
As the expenditure incurred was in excess of the original plus supplementary, reduction
in provision on 30-03-2013 proved unnecessary.
