As the expenditure fell short of even the original provision, the supplementary
provision obtained in March 2013 towards hiring charges and rents proved unnecessary.
Reduction in provision was the net effect of decrease of `31,89.89 lakh and an increase
of `49.81 lakh. While decrease in provision by `20,71.09 lakh was stated to be due to non-
filling up of vacancies, specific reasons for remaining decrease of `11,18.80 lakh, as well as
for increase in provision have not been intimated (August 2013).
