Reduction in provision was stated to be due to non-commencement of works for want of
Administrative orders. Provision of funds to the tune of `75.00 lakh was made towards
payment of pending bills. However, in viewof huge final excess of `3,14.33 lakh, surrender of
entire provision aswell as supplementary provisionwas stated to be due non-commencement of
works for want ofAdministrative orders unjustified.
Reasons for final excess have not been intimated (August 2013).

(i)As the expenditure fell short of even the original provision, the supplementary provision
of `10,35,22.97 lakh obtained in March 2013 proved unnecessary and could have been
restricted to a token provision wherever necessary.
(ii) Out of the final saving of `14,96,94.75 lakh, only `14,50,16.20 lakh was
surrendered inMarch 2013.
(iii) Saving in original plus supplementary provision occurredmainly under:
