In view of final excess of `80,67.31 lakh for which reasons have not been intimated,
reduction in provision by way reappropriation of `38,82.90 lakh for which specific reasons
have not been intimated lacks justification. Further, the supplementary provision obtained in
March 2013 towards payment of bills also was not justified.
(vi) Suspense:
No transactionwas booked under the head ‘Suspense’ in the Capital section of the Grant
during the year 2012-13. The scope of minor head “Suspense” and various sub heads
thereunder are explained in the note (vi) under Revenue Section of this Grant.
The opening and closing balances under the head ‘Suspense’ during the year 2012-13,
therefore, remained unchanged as follows:
